The Housing and Urban Development (or HUD) sticker is placed only on buildings that are inferior, as determined by the U.S. Congress! The U.S. Congress is responsible for bringing HUD into existence and its substandard code. The idea was to make housing available to the mass population. The result created the "ticky-tacky" sub-standard house.
The buildings that pass the IBC and IRC building codes are too well built to "qualify" for a HUD sticker, according to HUD.
